Maxwell Stamp Limited Bangladesh (MSL), established in 2002, is the subsidiary of Maxwell Stamp Plc, UK (MSP), one of the world’s leading economics and business consulting firms. Works both in conjunction with MSP and others, and also as lead consultant on self-bid projects. It has extensive regional experience especially in South and South East Asia and a proven track-record in working with different donors and government on pro-poor economic growth in developing countries. MSL’s clients include national and regional governments, bilateral and multilateral donors/ development partners, NGOs and public and private sector companies.
Drawing on a broad base of international experts, MSL has assisted numerous governments to strengthen their public institutions, and reform and liberalize their economies to promote productivity and sustainable growth. MSL’s principal strength is its understanding of the government, how it operates and decides how to improve performance with maximum effect. Maxwell Stamp Ltd is currently implementing DFID funded largest flagship program called Chars Livelihood Programme (www.clp-bangladesh.org), and PROSPER-PCU (www.prosperprogram.org). It is also implementing large framework contracts under IFC managed Bangladesh Investment Climate Fund, ADB funded Capacity Development for Madrasah Education, Skills Development Program, Insurance Sector Development, IDB funded Social Business Initiatives. MSL’s international projects include Strengthening Public Financial Management in Bhutan and in Lao PDR; Preparing the Deepening Fiscal Management Reforms in Sri Lanka, Skills Development Project in Afghanistan, Tax Administration Reforms in Kyrgyz Republic, Enhancing Aid Effectiveness in Lao PDR, Basic Education in Indonesia, and Preparing the Secondary Education Sector Development in Viet Nam. MSL has been awarded another contract by Asian Development Bank (ADB) in July 2010 for implementing a TA for designing a policy framework and matrix of reform actions, which will advance decentralization in Cambodia consistent with improvements in fiscal, financial, budget planning, and management capacities in central agencies and subnational structures.
